HaroldTerry \"Bizz\" Johnson(December2, 1907 – March 16, 1988) was anAmericanpolitician fromCaliforniaand a member of theDemocratic Party. BorninBroderick, California,Johnson earned his lifelong nickname \"Bizz\" at age four when hisuncle observed him leading the other children and compared him toBismarck. He attended public school inRosevilleandtheUniversity of Nevada. Heworked for thePacific Fruit Express Company,starting as a clerk before rising to a supervisory position, and was a districtchairman of theBrotherhood of Railway Clerks.Johnson entered politics as a trustee of the Roseville school board in1941, was elected to the Roseville city council in 1943, and served as mayor ofRoseville. In 1948, he was elected to theCalifornia State Inthe legislature, he supported the creation of a four-lane highway acrosstheSierra Nevadathateventually becameInterstate 80. Healso sponsored legislation to ensure that the1960 Winter Olympicswouldbe held inSquaw Valley.Johnson was elected to his first of eleven terms to theU.S. House ofRepresentativesin 1958, eventually becoming chairman of theCommittee on Public Works and Transportationin 1977. Hewas a proponent of theAuburn Damon theAmerican River, however the project never came to fruition. Hewas known as a stubborn negotiator and resisted efforts to transfer controlofWashington Union StationfromtheInteriorDepartmentto theTransportationDepartment. Johnson was reelected by comfortable margins,even as the district turned more conservative. However, Johnson lost A. Chappiein1980 on the back of former California GovernorRonald Reagan\'s strong victory in that year\'spresidentialelection, falling to only 39.8 percent of the vote. After hisdefeat, he continued to lobby for uncompleted projects that had been authorizedwhen he in office.Proving just how Republican this district was,a Democrat has only cracked the 40 percent barrier six times since Johnson leftoffice. Johnson married Albra Irene Manuel of Roseville in 1937, remainingtogether to her death in 1983, and had a son and daughter. He died on March 16,1988 at aSacramentohospitalat the age of 80.
