Customs Statement - Duties, Tariffs and Import Fees
Comic books shipped under either of the applicable HS codes (4901.99.00 or 4902.90.00) and made in US/Canada/Mexico are covered under the CUSMA/USMCA trade agreement. As such, they qualify for preferential treatment and are duty-free and tax-free when traded between Canada, the United States, and Mexico despite removal of de minimis exemption.
The seller will exercise full due diligence in ensuring proper customs compliance, including:
- Declaring the correct HS codes for comic books.
- Providing a valid Certificate of Origin confirming that the comic books were manufactured/printed in the USA/Canada/Mexico.
- Meeting all CUSMA/USMCA preferential criteria (rules of origin, value content, and shipment conditions).
- Using Delivered Duties Paid (DDP) shipping via cross-border carrier (brokerage fee already paid by seller)
With these measures, shipments should be recognized under CUSMA/USMCA preferential free-trade provisions, resulting in zero duties (tariffs) at customs. Brokerage fees should not apply either as it is already paid by seller via DDP shipping. No US/Canadian buyers have reported duties, tariffs or brokerage fees from any of our sales!

While comic books should not be subject to duties, tariffs, or import taxes under CUSMA/USMCA, customs agencies may still erroneously assess fees. As well, shipping carriers may still apply brokerage fees (despite brokerage fees already pre-paid by seller). As per 's policy, buyers are responsible for paying any duties, taxes, brokerage, or related import fees assessed at the border. Buyers are advised to retain all packaging materials and customs documentation in the event an appeal with CBP (U.S. Customs and Border Protection) or other relevant customs authority is necessary. Erroneous application of duties, taxes, or fees cannot under any circumstances be accepted as grounds for return.
